So I should proably try to troubelshoot this is the hardwre section but ill try here first: I have a pC workstation with duel Viewsonics. Today when using Illustrator CS2 some of the tools opened on the other screen. No big deal.. But now when I try to open or save, the dialogue box is nowhere to be seen. It slike its on an invisble thrid screen or somethign becasue I can here that sound it makes when you are clicking off the dialogue box. One big WTF.

Try reloading the default workspace, perhaps?

I think this is a dual monitor issue.

Yep I had the same issue. Try moving Illustrator to your primary monitor.
I always had missing windows in Illustrator only. Alt+spce, Enter on Move, then hit the arrow keys a couple of times. Then move your mouse and resize your enormous dialogue box. Seems like a horrible workaround.
I recently upgraded to CS3 and I haven't seen any problems with the dialogues yet.
I have dual viewsonics too, but I don't think the issue is with the monitors.

I don't notice too much difference between CS2 and CS3 as far as speed goes. It is recommended to have lots of ram. I have just under 3.25 gigs and a dual 3.4 Ghz Xeon processors. You can tell CS3 eats up the resources. I even have a 30 gig physical disk for scratch only.
I've only been using CS3 for 4 days now so my results may be premature.

I had a partition and a HUGE virtual memory issue. I dont even have the RAM to CLOSE Illustrator. Thansk for your help. Going to try your solution now and repost.

Holy Shitake! That worked. How the hell did the open dialog box get that big? Thank god this happened to you or I would have re-installed .ai and quit my job. Thanks a million man!

I kept hitting the keyboard with my face out of frustration and viola!
I can't remember, but if I find it I'll post it up here. Maybe on the Adobe forums.
