hELLO.

I am new to 3d modeling. I have previous experience with 2d programs like photoshop illustrator.
Which programs do i need to create something like this?

Maya or 3d StudioMax.

All 3d program is able to create something like that you show there.
Just find a 3d program that you feel comfortable using it and learn the tool.
Take a look like:

If you can't afford Max or Maya, Bryce 6 (daz3d.com) Shade 8 (e-frontier.com) and Poser 6 (e-frontier.com) are good alternatives. There's also the free open-source program Blender (blender.org).

3D graphics enhance graphic design but you can get just as good results in 2D.
