Did the carpet place suggest a Rug Doctor vaccuum cleaner thingy? Those seem to work wonders. Its like a heavy duty vaccuum cleaner/carpet cleaner. I'd say give it a try if they didn't shoot down that idea. Only thing is that you have to rent the Rug Doctor. I don't know how much it cost but it isn't too too expensive. I think it can be found at grocery stores and department stores (at least in these neck of the woods)

Does everything include a gob of acrylic paint and spray paint? I had a couple projects go horribly wrong on the floor of my apartment.....

If it is a pile carpet, go to a carpet store and find a piece of carpet just like yours, cut the offending piece out and replace it with a plug. Doesn't work on berber or short nap. You might have to dirty up the new piece a bit. If the stain isn't too big it might work until the check is cashed.

There is a product called Oops! (also similar products called Goof Off and Goo Gone) that will take out litteraly anything. They stink really bad though and you have to be careful on painted surfaces so you don't take off the paint with the 'goo' or whatever.
funkyfry that ^ will definitely take out that paint.

what kind of carpet is it? and how big/bad is the stain?
unless its really expensive carpet the apt complex should replace it at no cost.
complex's usually replace carpet after every one or two leases, its should be expected that someone living in a place for a year or so should spill something..... otherwise they are just trying to take peoples money.
i would be pissed if any of the other complex's i've lived in tried taking my security deposit over something like that....
(and i had stains and burn marks)
if i were you i'd get a free consultation from a lawer just to see what they'd say...

You can try the carpet cleaner stuff "Spot Shot"
works wonders.. you might want to test it in an inconspicuous area first. Gets everything out for me...http://graphicdesignforum.com/emoticons/icon_cool.gif
