Dead Presidents Texture technique?

Hi, I've always wondered how to make a photo look the way the presidents do on dollarbills... I came across this poster of Obama that reminded me of it. http://store.barackobama.com/v/vspfiles/photos/PO20000-2.jpg
Does anybody have any idea or know of a tutorial on how to do this?

There is a crosshatch filter in PS. Kinda. I don't think it does a very good job and is obvious PS. It doesn't do engraving lines though, which is what you see in a dollar bill.

The poster you show is more than likely done by hand. There are some minor errors in the directionality.
