I am new to graphic design. How do graphic designers go about transferring a design from a computer file to the multiple applications a client wants it used on? Be it a billboard, letterhead, coffee mug, etc?

that's called a campaign, and they come together through collaboration of all creatives, i.e., art director, designer, etc., tailored to fit a client's budget, needs and goals.
different vehicles/mediums (billboard, radio, tv, specialty items, ads) are created that help move the primary message along. sometimes that means the same imagery, but often times different imagery is used.
moving from a billboard to a magazine ad? and keeping the same imagery? you'll need the large format guys like PrintDriver to fill you in on the requirements there. suffice it to say, i imagine you want to work from the highest resolution source imagery you can, and then downsample as needed for the different mediums. in other words, printing on a billboard has different requirements than printing in a magazine.
not a whole lot of help, but i'm sure someone else can flesh it out better than i did.

Somehow, methinks she's talking logo files here. How about telling us what you're starting with: is this design your file, or someone else's? And is it an image or vector?
Also: is this campaign for you, your company, or a client?
And what's the best reason why you're not getting an experienced designer to do this?
If it's money-- I can assure you, that a good designer will save you money in the long run and prevent the expensive production catastrophes we see all the time when people start to believe software package hype.
I mean, assuming you can catch a designer these days. Between flying off to Maui in our private jets, or indulging in our little hobbies like NASCAR racing, or playing the tables at Monaco. Supermodel speed... dating. Well, you know. Goes with the territory.

actually, the wife and i were watching the green channel last night, and low and behold the folks were stopping at shepard fairey's house and studio. i figure that's as close to rockstar as a lot of us are gonna get. :)

Broacher, from another thread it appears this was either a homework question or a bit of cart-before-the-horsing. The OP appears to be a newb student. Maybe the school she intends to go to will enlighten her. Probably not though, sad though that may be. Schools that teach it all, and most especially the wide format areas, are very few and far between.
