Was wondering if it is possible to setup a style for text areas... What I want to do is have a white dotted line running horizontally, inset 1/8" from the top of the box, and one 1/8" from the bottom. The background colour of the box will change from section to section.

For the paragraph style of the first paragraph, add a paragraph rule above. Then for the last paragraph, a style with a rule below.
If it's always going to be like that, with just the two paragraphs, you can create an object style for the box, with a paragraph style set to the first paragraph style, and check the Apply Next Style box. In your first paragraph style, set the next style to your last paragraph style.
I think I just typed the word paragraph more times in that post, than I normally would in a month...
