I am trying to find a way to include the cost of purchasing stock photos that will be included in my designs but I am now at the stage of putting together a quote.
How would i know now, how many images i need at what cost, when I have not yet started the design process?

Design costs $X* amount.
*Does not include the cost of stock photography, custom photographs or non-supplied fonts. All will be noted and disclosed if needed to complete project.

Thanks CKRet ,but isn't that kinda vague? How would the client know that their cost will not increase big time?

You're just quoting them for design time. If they don't supply you with images or corporate fonts, that is not your fault. You can design with screen caps of images then pitch low-res art to them. Once approved, cost and design, you purchase the images and insert them into the final design. If they don't like the cost of the image, you go back and redesign with cheaper in mind...

We have a set charge for image researching. (Not gonna tell you what it is though. ;))
We list that as a per image price. and include the statement that source reproduction and usage fees are not included.
Before purchasing we always do a layout with comp images downloaded from the image site before purchasing anything. You have to know generally what the client may have budgeted for images. No sense going to Corbis if they can only afford iStock.

^i charge like PD does. also, thought the client might know which sites i look at (a lot of them do these days), my fees reflect any touch-up required, or any special treatment, and the amount of time it takes me to go through the library. so, there's some mark-up.

If they're cheap stock photos, I usually just ad extra design time to cover it.

If we search images, we usually have the client sign the license upon purchase. That way, when they get the production files, if they use the image elsewhere, it's on their head.
But, they will know the cost of the image. Sometimes we let them pay it directly too. Like I said, we charge for image research.
