Corel Files from China

I have some files Corel files that were created in China and I want to open them so that I can modify them for use in the US. Does anyone know if Corel 11 or 12 will open CDR files created in China?
Is there other software that I could use to open these cdr files?

we loaded chinese onto the system and reloaded corel with all languages to upload.
Although the title of the file now looks like chinese (I do not speak the language, but it definitely looks chinesey)
instead of a couple of default square, the file would neither preview nor open.
