Hey Guys,
My names Austin and I am new to Graphic Design and Web Design.

Where would one start to be successful with web/graphic design and building top quality web sites? Resources and anything is appreciated

I have Adobe Photoshop CS 8.0 and thats about it.

Well for Web Design, I suggest you invest in some more software e.g. Dreamweaver or something similar!

Then if you want to be really serious, it may be good to upgrade your Photoshop to CS3/4 and get Adobe Illustrator while your at it :)

This may seem a lot, but its soooo much easier when you have good software! But all that is fair expensive, so you will have to have a proper think whether how serious you are.

You won't need any software to get started with the web. Go to your local library or book store and pick up a HTML and CSS book. All you need is a some type of text editor like note pad. For the design aspect Photoshop 8.0 should do. The last thing you need is a over priced useless piece of software like Dreamweaver which pretty much just teaches bad habit and terrible mark-up. Anyone just starting out and serious about the web should read the below the book. The below recommendation is worth its weight in gold.

I think my message was a little confused (probably my fault) I didnt mean to give you the message of just spend your savings on useless software and play around until you have something ok. I mean that if you are going to get really serious about this (as in a career) then at some point, you will need the right software, so you could think about getting it and putting what you read in the books into action....as you always (well i do anyways) learn better from reading and then doing than just reading a book cover to cover and then thinking "right, i forgot where to start" lol

Thanks for all your guy's feedback, I am going to check that book out and see if they have any e-books for those languages. The reason I want to get in to this is because I am an affiliate marketer and I would like to design my own things to exactly what I want when creating web pages,landing pages,etc.
