Need Help With GIMP

Hi, Im trying to use GIMP to design a business card similar to the one with the yellow stripe down the middle at gimplus.com. There is a tutorial on the site describing how you add a second layer to the image and then fill it in with
yellow color. However, the tutorial is not detailed enough for new users.

After I add the new layer, I have no idea what steps to take next in order to fill in the rectangular area with yellow. If anyone could be of assistance, I'd appreciate it.

I'm not a GIMP user, (but it came on my netbook), so I had a look...
I did this to fill the rectangle:
1. Click on the black swatch below the tool icons to open the color selector.
2. Type in febf01 (yellow) where it says HTML notation
3.Go back to tools and select the paint bucket (next to A) then click in the rectangle
to fill it (make sure it's on it's own layer).
