Illustrator 10 on a Mac?
do you get the library tab but no colors?
Or nothing at all when you select the library from Window?
Can be two things right off the bat.
1. Bad preference file (dump it and reboot Illy).
2. A corrupt font (believe it or not).
Gets a little more difficult after that.

I take it you don't have Font Doctor (comes with Suitcase) or some such similar font diagnostic.
It might be worth it to you to get some type of font management cuz Macs choke on corrupt fonts all the time.
First try removing all the fonts you have worked with recently to your desktop, especially if you had a crash with a doc open. Try rebooting Illy and test the pallette. (Note if you are working in OSX you won't be able to move your System fonts)
If you can't invest in one the only other option is to remove 1/2 your fonts to the desktop and open Illy and test the pallette. If it works, the corrupt font is in the pile on your desktop. Keep adding back halves until it doesn't work (keep track of what you're adding back).
If it still doesn't work, the corrupt font is still in your system.
Work by halves.
Some of the font management packages have downloadable demo versions but I don't know if their diagnostic tools come with the demo.
Broacher, if you have a bit o shareware to share here that would be great.

hang on, which operating system are you using???
There's an old bug in OS9 and a fntlst thing in OSX.
I gotta look it up.
Or you can. Go to Adobe.com user forums, log in as guest and do a search for 'pantone library won't open'

Here's the OSX white paper:

You'll have to wade thru it as it combines Mac and Windoze.
