It looks pretty good to me.
The lines are clean, the colors work, and it's not too cluttered.
I think it would be easier to give you feedback once you had everything working though.
Sometimes the way the content is added can drastically change the look of a page... but as a starting design, I think it looks good. It would be cool if you could show us a version with the rollovers and stuff like that.

I think a bottom dark green bar to the site would look good with a few quick links like emails, phone contacts etc. Just idea...

Nice and sensible for a school, take out that watermark though, it doesn't add anything to the page unless it was bigger and you could actually make out what it is, but at the moment it looks out of place.
i hate shields.
