do you know how to get hex value for one color in photopaint or draw ?

Find the RGB values and convert to hex, either using the calculator on your computer for each value or an online calculator:

Converting RGB to Hex simply converts each base 10 value for each colour to base 16.
0,0,0 (R=0 G=0 B=0) = #000000 or (#00,00,00)
255,255,255 = #ffffff

but it will be so simple to get it directly in corel 12

I haven't had the opportunity to check out Corel 12 as yet, but in 11 you can click at the top of your colour pallette and select to edit your pallette. If you select the RGB value in the RGB pallette editor, you can the click on the pallette mixer tab and select the web safe colour pallette from the pallettes scroll down list. This should then give the hex value down the bottom. As shown in the attachment.
