suggestions for pixel based icon design app?

I need to design icons for a mobile phone software at about 24x24 pixel and 48x48 pixels.
Other than using Photoshop has anyone used any pixel based editors that help in creating icons?

Photoshop with iconfactory plugin, or Macromedia Fireworks.
