Need maps software, suggestions?

Hi, I'm wondering if someone can point me to a resource. I am looking for a software package for Maps. I need to be able to import images of maps from a national view to a couple of blocks in a city and use them as background images to layover company information.

Is anyone familiar with a software package that might offer this?

Are you looking for a program to draw the actual maps or are you looking for maps on CD (royalty free or otherwise)?
