Some are, some aren't. Most will tell you if they can work in other apps. It's easy enough to try switching them in and out by pointing to the plugins in prefs and testing.
Any particular effect/function you're looking for?

well, basically i'm looking for the plastic effects, which are much better in Photoshop. Do the effects work with vector graphics, too? (in general)

Plastic effects? Again, more specific? Do you mean, 'Plastic Wrap' that comes with PShop? No. None of the standard included PShop filters seem to work in CDraw. As for vector graphics--no. Only if you rasterized them (convert to bitmap) first.

I've used PhotoPaint and CorelDraw for years and I've tried several kinds of plug ins, most written for Photoshop. Almost all the plug ins have worked to some degree, many extactly as written. In Coreldraw however, few work unless you convert to a bitmap as previously suggested. The best written for Coreldraw. You really need to just try them! I used to try just about everything produced but found most to be useless.
