Are you looking for the push a button convert to vector plug-in?

It doesn't really exist. You can try Adobe Streamline, CorelTrace, or even bumping your contrast/work in Channels work path in Photoshop (find edges sometimes works too), but good ole fashioned pen tool is where it's at still.

If you are looking for a convert a photo to look like a drawing there are several filters that come with Photoshop already...
