Is the FREE version of pdf995 decent enough to run in a small graphics firm? (compared to acrobat distiller professional edition).

If you run a small graphics firm, you should just become an 'Adobe Service Provider'. It's an annually renewed title that will get you the complete Adobe Design Collection (certain titles will vary depending on your status of web vs. print) which includes everything you need for something like $800/yr.

You gotta have print capabilities to join as a provider
From Adobe:
Eligibility
Companies eligible to become an Adobe Authorized Service Provider include commercial printing companies with electronic prepress capabilities, color prepress houses, service providers, digital printers, photo labs and sign shops with digital output capabilities, and commercial facilities providing Adobe Acrobat CaptureŽ scanning for outside businesses.
