when do I charge it? It would make sense to charge it because I am supplying a digital file. If its a service then if I developed software program would that be considered a service too???

do you charge it when you bid on a project???

cant charge for it here in MN for design services. slaes tax is 6.5 here

Perm, you need to ask the state DOR (Department of Revenue). Or they probably have a website. Look for 'sole proprietors' sales tax- assuming you've registered. They will also tell you what forms you need and where you submit the tax you collect. It varies by state and sometimes by city.
Some states have a sales tax on everything. Some states don't tax services. If you sell your client business cards and there is a state sales tax, you should be charging your client but see if your state has a 'resale certificate' you can get so your vendor doesn't have to charge you tax.
