hey, how do graphic artists achieve that almost cartoony bright look to pictures on like a CD cover. is it just airbrushing? or is it a filter of some sort, check out the picture below to see what I mean, any suggestions would be appreciated.

First off welcome to the forum, secondly this is in the wrong section of the forum (this is not forum questions and comments related) this should be in the ''Techniques' section. Thirdly, I don't see anything 'cartooney' about this graphic. If your talking about the highlites on his shirt they were probably done with a flash (a bulb which turns off and on briefly when taking pictures). I just deleted a tutorial i had for that whole 'blown out' look that is used in fashion design, and probably here....maybe D-Zine will be kind enough to email it to you. Oh yeah and im just being cocky cuz i can : ) im taking lessons from a couple other people on this site!!

Yeah, the shirt looks like that shiny athletic mesh stuff. Photo flash will pop right off that.
Seems a little stark too. Nothing Photoshop can't do.
Specialization is for insects...
