I've restored some old b/w photographs using photoshop 7. Does anyone know if it is possible to give them a 3D effect?

do you have an example of what you want to do with them? I'm not sure exactly what you want to do...

I've restored portraits and standing images of people, is it possibly togive those images a 3D effect as though they are standing out from the page. In otherwords making them look more lifelike?

hmmm, not sure quite what you are getting at, but you could draw a selection path around them, cut them out, drop them back over the top and add shadows behind to make them 'stand out' ?

you could also try making a selection path around them and gently brushing a very soft shadow at the very edges to make them appear more standout towards the centre (so the nose would look closer than the ears etc.)

Other than that, there isn't a function in the world that could just turn 'em all into 3D figures i'm afraid

If you want to give a photo depth you could pay to get it output as a 3D lenticular.

Especially for a one-off.
Still would be flat people in a different plane from other photo elements. Nothing is going to make them so you can see the side of em.

Hmmm....damn, seems I remember there was a program or a plug-in you could use to create 3 dimensional shapes then wrap the image to it as a skin...probably one of the top of the line 3D programs could do it too (Maya or Lightwave). I'd seen it done with buildings and simple geometry, not people's faces...
