I tried looking this up online but all I got were choices to download v.3.03. Could anyone tell me what it stands for, what it's used for, what it's importance is, how it's used, etc..?

It allows you to view Scalable Vector Graphics. Basically SVGs are XML-based vector graphics for the Web.
