Can someone explain to me (or provide me with a tutorial) on how to create a background with stripes like the ones on here?:

The image you supply as a link is a wee bit small but perhaps the simplest way in order to achieve these stripes would be to create some vertical (or horizontal :D ) rectangles of the desired width using the rectangular marquis, fill them with colour and then rotate em 45 degs (or -45 degs :D )

Okay, because what I was trying to do was make something similar to that and make it to where when it repeats it looks like one big background (example: www.myspace.com/madisonashli_x3 (http://www.myspace.com/madisonashli_x3))
I tried making a 20 x 20 like that by using the line tool; this is it:

But when it repeats on the page it doesn't look like the one on the website I provided as an example. In other words you can tell it's just one really small pattern repeated.

I tried the rectangular marquee and it worked beautifully as far as the stripe pattern goes, but I can't get them diagonal. I rotated the canvas and it leaves white. Any suggestions?
Make your doc big enough that you can then crop out the white after you rotate it http://home.comcast.net/~rnick9/koolsmiley.gif

as Kool said..if you create those rectangles in a document that will not be scaled down you will end up with white triangles at all four corners because you have in effect transformed a square into a diamond (you haven't actually changed the nature of the square)...by making your rectangles in a document that is larger than you intend it to be you can crop the white bits off.
