I have a tif logo that has to be converted to vector. Is the easiest way to do this is make a work path in Photoshop...export paths to illustrator and fill with original PMS?
ORRRR can this only be done it it was orginally a Vector?

if you can't get your hands on the original vector art, you are probably better off redrawing it with the pen tool in Illustrator.
Depending on what version of Illy you have, I understand that CS2 has an auto-trace feature...

I'm not sure it was ever Vector. I may have to redraw this thing!
Making work paths in photoshop is not the best solution but if you are short on time it's wonderful. Most logos are easily recreated with uniting shapes and the pen tool. If they are a bigger company check out brandsoftheworld.com or the company's own website and look for some pdf's to open in illy, sometimes you get lucky :D
