Ok, here is the scenario. The layout is the same the only thing that changes is the flag on the both legs along with the upper text. we did this exact same layout numerous times. It takes absolutely no creativity or thinking since the look is already created. How long should it take to switch the attached Cuba look to Chile Click image for larger version

If you are just selecting the white uniforms, and they are vector, it's a shift swipe and a click...isn't it?
If your flag assets are already vectorized that's a fast change too. You could almost automate that and the country name change using variable data.

Why are you asking. Do you think someone is ripping you off? Or do you have an employee looking at their phone more than working?
The artwork setup takes time. Most places just charge a flat setup fee.

However, the templates you show are just approval templates. They are not the actual print files used for the sublimation. That is where the prep time is used most.

Yes, All the art work was already for sublimation in prior orders except for the text and the flag. Very simple change replace flag and text nothing else. Should not be hard finding any county flag in vector on google. We also use the latest illustrator and all working with 2015 mac computers so the tools are there for them,

You do know that google is not an image source, right? Images are subject to ownership.
And that vector art, even flags, can cost money? Plus the time it takes to do the search? Even a fast one costs money.

It sounds like you are not happy with the work someone is doing for you.
Acquiring assets isn't always an easy thing and finding FREE vector art can sometimes be tricky.

I'm no graphic designer but a simple search on google free vector flags brought me to a source. A graphic artist should now right were to go to obtain the proper files.
