I have a client who wants to create a document that has lots of little summaries with links out to articles on the web, or possibly entire articles reproduced, cited, and linked. It will be a useful document and he will use it to entice users to sign up for his email list (sign up, get access to the document). I don't think this is really a good idea. I am going to encourage him to create his own content and cite his sources.
Am I off base in thinking this is a copyright infringement issue? Not nearly so much with the summaries, but definitely with reproducing whole articles.
