upon surfing across the web, i noticed many pages use fancy pattern bg images like this one. how do you create this or do you even create it? do you just buy it or grab it from somewhere? Also how do you know where to cut or slice the image so that it tiles perfectly?

Do a search online for creating pattern tiles in Photoshop and you will find a bunch of tutorials that teach you how to make something that tiles perfectly.
