How to create a free dust/spray?

Create a new layer, fill it black and then do filter -> noise -> add noise. Set the layer's blend mode to screen.

That will give you white dust. To get black dust, invert the above, and set the blend mode to screen)

If you don't want the dust to cover the whole image, add a layer mask. Fill the layer mask black, and then paint white or gray onto the layer mask where you want the dust to show.

Tick the monochromatic box in the add noise filter, and you probably want to lower the value for amount, too.

you could also work in grayscale. Go in filter- render clouds. Then convert to bitmap with diffusion dither- instant dust-

The first one just looks like it was done with difference clouds.

The second one looks like an outer glow that's been set to dissolve mode rather than screen.

The third one looks like it was drawn. By varying your brush settings inphotoshop, you could produce that pretty quickly.

Alternatively:

Get out your water colours, water and an old tooth brush or fine bristled brush... Good old kindergarten arts and crafts.

Scan the result as a 1200dpi bit map and apply.

Or you could use an airbrush or aerosol can to spray the "dust" on a paper. Scan it, and if needed vectorize by tracing it in Illustrator.

Fredrich has maybe the best way.
USe a real world piece and scan it and Auto Trace if needed. Then overlap and set to different Transparency Modes to create neato-speedo effects.
