Generally I find for freelance that word of mouth is the best thing. Tell your family, friends and such what you do and give them business cards. A lot of jobs can be gotten from I know someone who knows someone kind of thing.
The other thing that can be useful is to have a listing in your local telephone book (here we call it the yellow pages not sure if that is just a Canadian name or not).
And then get a website going to show off your work and try to generate business by getting up on business link sites and such (like Craig's list).
That is a start anyways. Hope that helps!

What country are you located in?
