any of the cadwares or 3D programs. This isn't push-a-button and it's not sectional diagrams. This is artistically rendered. You could even do this in Illustrator if you wanted.

actaully those do look more illustrated than 3d program.

otherwise for a quick and dirty, look up "how to model with primatives".

You didn't say a budget so I'm assuming this is a one off.
Blender is free - a bit of a learning curve to get started, but there are quite a few tutorials.

google sketchup, may also work pretty good and there is a library of free objects to start from (note: free does not necessarily mean public-domain or allowed for commercial work)

else alot of the good 3d aps are hundreds to thousands of dollars to get started in.

You can try this in illustrator. It just takes pre-planning since you can't "rotate" like you can in 3d.

            Effect >> 3d >> extrude and bevel.

For editing, use the appearance panel.

Photoshop also has some 3d primatives, but it's not a 3d modeling program, so you can't join or edit the polys.

Primatives are like the "circle, rectangle" tools in any 2d program. Pick the tool, and draw the box or sphere.

There's no real easy way to make the art you posted. But any of the above methods will work.

You can get a plug-in for Illy called CadTools (costs money) that makes this a whole heck of a lot easier and will give you iso rotation without resorting to Illy's poor set of 3D tools.

But without drawing skills? Not so much.
