I notice they don't seem to name the design firm.
I'm also noticing that a lot of people seem to think the public reaction is 'trivial'.
Looks like a crowdsource thing to me.

Or a design student at UC. When I was in school, our design department was tasked with redesigning the logo for the school's radio station.
