It's fairly clean, but pretty much lacking any Ooomph, if you know what I mean. Looks real templatey and unpersonal. The tagline, quality is out there, doesn't really flow with the site or the design theme. About the only thing I think really has potential is the bottom 'ocean design' logo. I think you could play off of that and tie in your ocean theme and have a better overal site and design. Keep at it!
I won't go into how the site looks since it has already been covered, but you should definitely watch for spelling and grammer mistakes. On the front page "lucrative" is spelled with an I rather than an A and on the "ABOUT" page up to should be two words. I found these in a few seconds so there may be more. Also you may want to have someone who is a more eloquent writer re-write your home page. One of the big messages of the page is communication and the writing style seems to be disparate with that message.
I'd definately start by removing those 'border' things around your text areas... maybe go with a 1 or 2 pixel blue line, same color that your bottom ocean footer img is... And try coming up with some more ocean related themes for not only your design (waves, beach, etc) but also your tagline and anything else you say about your site/services/etc. Make it personal!

Vintage is a very broad term. Vintage could = Victorian or it could mean1970's. I hope that you and your client narrowed nailed down the vintage era they are looking for.
