Someone asked me if it would be possible to make them a web site, which allowed them to changethe text content via a form.
    Is it?

You could implement some sort of content management application or use a database backend for the text they want to change. We built a application that allows complete change a website, text, uploadi file images etc. in VB.net and the .Net Framework, example at www.PoserWorld.com

I just made a simple set of scripts to do just this. Text for the news page is saved in a text file, which you can write to and edit from a form. You don't need a database if you don't want one (although it doesn't hurt). Took me a couple of days to make from scratch using PHP.
