Due to Federal regulations I have to include a pop-up window for any external link stating "you are now leaving... click her to continue."

I can do the javascript to get the pop-up and the HTML to make it look good - but I am trying to find a better way to handle the external URLs on the 'continue' than making separate HTML pages for each pop-up since I have a lot of them.

Anyone know of a better way to do this?

You have a main exit page that varies dependent on a query string you send it. So you link to:
exit.php?url=http://www.externalsite.com

And write a bit in PHP or ASP that reads that url and shows the same page except for the external url
