I need to enlarge a small size photograph into big size. we know if you zoom it the pixel is broken down. so is there any tools that will help to enlarge this photo?

You might be able to push it a bit with photoshop, but all of the extrapolation tricks in the world can't enhance detail.
Unfortunately a decent camera set to it's highest image resolution and the same subject/scene is the best answer.

Kermie nailed it. There are no tricks. You can't CSI images if the detail isn't there. if it's a decent quality image to start with you may be able to scale it up some, but eventually it breaks down.

I've found that you can generally bump it up approx. 20% without being able to notice any sort of loss in quality. Anything beyond that, and you start taking your chances.

Of course that depends on the picture to begin with. With a large, high quality photo, I've successfully bumped them up more than 20% and gotten away with it. which is exactly why I said "about" 20%
it's just an approximate average I've encountered over the years. but yes, crappy photo to start with, you're SOL no matter what you do. Shit in = Shit out.

So it's decided. There isn't a "carved in stone" amount you can extrapolate an image as it depends on it's use and the image's original size, quality & subject matter.

Nope, I;ve found that 36.12% is the limit regardless of photo quality or how the photo is being used.
