I volunteered at our local shelter for a long time after adopting Mr. Wilson. It was $50 and they did give me a bit of grief about having a dog that wasn't nuetered, until I explained that he was 15 yrs old at the time. a bit too late for that!

I understand the home visit thing for dogs. The last thing they want for dogs is to go out of the frying pan and into the fire.
Personally, I wish pet stores would do checks. As a bunny owner, most bunnies I've seen are in cages too small to be anything but a holding pen.

The sad truth of it is, if someone wanted a dog to neglect they will be able to find a dog to neglect regardless, chances are if they are opting to adopt, that's not their intent.
I am all for licensing people to own dogs, a short little written test about the do's and don'ts of dog ownership and dog training. "You want to buy/adopt a dog, show me your dog owners license. (pipe dreams though)
Instead we have this backwards cash-grab "dog licence" going on in Ontario. "You got a dog pay this much, you got two pay this much, without so much as a blink."

I don't think that would do anything to deter abuse or neglect. Most people know the do's and don'ts of taking care of, or training an animal, and if given a questionnaire, would be able to pass, regardless of their current or future intent or circumstances.
Legally (at least in Texas), you're not legally allowed to own an animal if you can't afford to take care of it, including taking it to the vet if something happens to it.
Perhaps you should have to show proof of income with references and pay stubs/tax returns to be able to buy a pet.

You'd be surprised, how many people don't. I take my guys to a leashless dog park daily, I often wonder what possessed some people to own a dog (at least they're exercising it) but I'm amazed they aren't covered in stitches from the way they handle their dog around other dogs.

Wow that is an impressive video!!!! Especially because my dumb dog can barely sit on command...
As for adopting the dummy :P he was found so it was a little different. But all the other animals I've had (even when I was a kid) were adopted from our local humane society for a small fee and one, maybe two, pages of paperwork. All they did was run a backround check and make sure we didn't have a documented history of animal abuse and TA-DA! instant friend! I remember when I went to go pick up Leela the next day I felt like I was waiting for the Dr. to bring my my first child it was such a happy day!
