Angry Head Asplode!!!

I'm getting so beyond frustrated trying to come up with a cover for my next magazine, I just want to go postal!

My magazine (at trim size) is 8 1/8" x 10 7/8". I've been given an image that MUST be used on the cover that is 7" x 4 2/3".

So not only is it not even close to the right dimensions, it's not even the right orientation!! I've been racking my brain trying to come up with ways to make this work, but everything I come up with requires finding other photos to pull it all together. I've found the PERFECT photos that will give me exactly what I want, but I have to buy them. So that's out. ('cause as you all know, my publisher flat out refuses to spend money on photography). So now I'm so strapped for ideas that I just want to throw my monitor. I've gone through several different concepts, but they just don't work with any of the Free photos available to me. And I just can't figure out any other ideas that don't require using additional photos.

*deep breath*

Sorry for that, but I just needed to bitch and rant and get it out of my system before I hit something or spontaneously combusted!

can you place the photo in the middle and have boxes of color on the top and bottom of the image? C = color P= photo.

what about layered "polaroids"
or layered smaller files?

maybe show a mock-up of a paid piece and then a stretched or badly cropped mock-up of the FREE one and let them decide?
