InDesign: Data merging multiple records per page results in one record per page!?

I'm doing labels in InDesign and pulling in from a tab delimited text file. I've done this before, but for some reason I'm having trouble this time.

I'm merging multiple records per page, but when the merge is complete, all I'm getting is one label in the top left per page, so if I have 500 entries, i get 500 pages with one label per page.

What gives?

go through the process again but look out for the set up where you can choose multiple copies on the same page and how many across or down there should be.
Double check your art work too - make sure that you don't have any elements that cause the data merge to move on to the next page.

I don't see any option to choose how many entries accross and down. I'm selecting "multiple records per page" but it's not doing it. Do they each need their own text box, or just the master text box for the first label at top left?
