A. I can hardly read the title
B. I don't think it's wise to have the Parental Advisory notice like that. And aren't they usually on the bottom right?
C. It doesn't really look like much. It seems like you just altered a picture of a man and slapped him in the middle of a CD cover with a black backgorund. What does the cover tell the buyer about the CD/Music? Right now I can hardly make anything out.
I don't mean to be harsh, but I think you need to completely start over.

Mix tape covers on here always bring about a good laugh. Thanks for that. I think this one is probably the worst I've seen on here though.

Other then the stolen artwork, you need to research the placement. I haven't done a album cover that needed that artwork on there, but there are standards of where it could and could not be place.
I don't see an idea or a direction, 2 words and a filtered picture with a black background.

thanks for the feedback i appreciate it, really. but this is just the first steps in designing the cover, its not completely done there is still so much more for me to do again thanks

The answer here is not adding more. You need a unifying concept here. Information that you want to convey. I really dont see that happening with your current concept.
