Saddle Stitch Page Count Question

On multipage documents you don’t need an inside bleed for spreads, or the front and back covers.

I agree with you that inside bleeds are not needed, but the printers that I work with on multi-page documents request bleeds on all four sides.

Does the inside front cover count as page 1, or is it the usual convention where the page count starts on the first right-hand page, meaning the inside front cover isn’t numbered?

PDFs and flipbooks start with the cover as page 1 and display that convention to the user, so I go by that for consistency.
