Trying to find the brush used to create the flowers here or a technique in photoshop to achieve a similar effect? Thanks !
There are tons of flower brushes.
Just do a search for ‘‘PS bouquet flower brush’’ and you will have lots to choose from

Not the flowers, per se, but a brush with a similar spatter and aesthetic
My guess is a brush wasn’t used to make that design. Probably a path was created and then filled in with the Paint Bucket so tools would be Path, Selection, Pen, and Paint Bucket.
