What would be the best way to make a 10’x40’ billboard in indesign?
How should I make the dimensions smaller and accurate

I’d do 1:4 scale; 120" x 30".

Don’t forget your bleeds!

If you want the math to be easy, do it at 1:10…
12" x 48"
120" x 480"
You just move the decimal.

And you should check with the printer, but the resolution should be somewhere around 30ppi at final size, so in 1:10 that would be 300ppi.

Do NOT forget your bleeds AND SAFETIES. Your bleeds and and safeties may measure in inches depending on how the billboard print is applied to the signboard.
