would anyone know how to convert a Jpeg to a scr format through Adobe Programs or any FREE online websites?

An SCR file, as in a Windows screensaver file. Are you wanting to make a screensaver out of the JPEG?

If that’s really what you’re after, I guess you could try this: How to Convert a JPG File to a Screensaver | Small Business - Chron.com. I have no idea whether or not it will work, though.
