I have a hunch it might be based on an existing typeface altered significantly by someone not especially good at type design.
The R is a mismatch with the other letters. The V is customized to fit tightly between an A and an E. The E’s are oddly narrower than the other letters. The slant angle of “MANUFACTURING LIMITED” doesn’t match the slant of everything else.
In other words, the typography appears to have been customized by someone who was not quite able to get it all the way there.
