It’s called halftone and there’s plenty of tutorials if you search for Halftone Text Tutorial.
Looks like a specialized pentagonal halftone rosette pattern, but I don’t know how it was created.
If you look close dots in background and text are seamlessly coming together i am looking to acheive that.
