That’s text???
What that looks like is an offset path that has gone horribly wrong. I’m checking if you can make the mistake that does that on purpose. BRB

It’s a simple Effect in Illustrator
Create a copy of the letter, convert it to outlines, then apply Effect > Distort & Transform > Roughen and set your limits til they please you.
