How can I save the svg format in the illustrator ?

How can I save the svg format in the illustrator without converting the font to an outline, but so that other users can open it correctly without downloading the missing fonts?

Send them the svg along with the font file that was used…

The other user needs to have the font - sending fonts violates the EULA in most cases, unless it’s a free font and free to share etc.

If they need to only use it and not open it you need to embed the glyphs as a subset.
