Hello, I really like this design and I want to know how to make it.
Pen and watercolor inks, using a wet brush to smear the inks around, is my guess.
You could do it in Procreate or Photoshop or any number of other softwares that let you use hand drawing and color techniques.
Most of all, it takes skill and practice.
No easy button.
