Adobe Illustrator. You’d be using the panels for Graphic Styles and Appearances. You can also purchase the settings so you can use them in Illustrator. Shutterstock is one site that sells the styles. Search for Vector Text Effects.

Yes. You don’t need to convert it to outlines.

I’d say it’s an intermediate or advanced level Illustrator skill, and agree with Smurf, that it may be easier to hire someone.
