I am asked by my manager to set up the UX best practices in the organization and it’s a fairly large bank with lot of different departments and with UX maturity around 2. Any idea how to begin?

Forgive me for doubting, but I’m a little skeptical. Does this large bank usually assign such far-reaching and crucial tasks to people who don’t know how to begin? I have a hunch there’s more to this story.
I’d start with telling your boss you have no idea how to do this.
